In Greek mythology, when Achilles was a baby he was near death but his mother, Thetis, dipped him into the River Styx in the underworld. Those who bath in the River Styx are given invincibility. However, when Thetis put Achilles into the River Styx, the water did not pass over his heel. Later on in life, he fought many many battles and one them all, but he was hit in his heel with a poisoned arrow, the heel that wasn't in the Styx, and he died shortly after.
Do you get it now.

I know about Achilles and his heel, but i dont understand the command "dog, Heel!"

"Heel" means to stop, or calm down.
The dog wouldn't calm itself, so Achilles' inability to understand the command "heel" is his weakness.
