Common logical fallacy. First, you are confusing a sufficient condition with a necessary condition. This is a sufficient condition where not having the ability to read the sign does not exclude you as a train. The only information you have is that if you can read the sign, then you are obviously not a train. It is then an incorrect assumption, as there is no further information, that not reading the sign means you must be a train.

I've seen this sign before in real life (or the same one in a different location). The West Coast Express is only around the Vancouver area as far as I know, and I take the train almost every day.
