It annoys me everytime I read or hear this quote.
If I am getting a haircut and I say "ow!", it is NOT just a meaningless whine. It indicates that the other person did something that hurt me. This "whine" can cause the other to be more careful and try to not cut into my ear again. Same goes for when people say "I am offended". It is to let the other person know what you are feeling.
Some people do say "I'm offended" at times when it is not even relevant, but that doesn't take away from the fact that letting others know how you feel is something with an actual use when it comes to socializing and communicating with others.

Stephen Fry is more arrogant than intelligent.
