I'm not good at explaining things, but I'll try.
>create a layer on top of the pic.
>fill it with your favorite shade of red
>select the layer with the color and change the setting to from "normal" to "soft light" so that it merges with the pic ( I recommend experimenting/using different settings to create this effect) than right click on the layer and select "merge down."
>repeat this process by duplicating the pic and altering the red on each slightly.
>use the moving tool to jag each pic to give it motion
>uncheck all eyeball icons next to the layer thumbnail except for the first one.
>save as .gif and check the "layers as frames" option on the save window.
>on the next window check "animate" and "loop."
