I get what you are saying and to an extent I felt the same way while reading it but after I realized that it was a sequel and therefore had to be different. Too much of the same thing doesn't allow the story to develop. Having said that the first book was a masterpiece.

Hmm, but when you really think about it that comma doesn't even lead up to a list does it, It leads up to a quote. The idea is that whatever is in the quotation marks will be what is asked of students from the university. Thus if there was going to be a colon it would be after "Use"

Nope, when it's quoted it is considered "direct speech" in a sentence.
If a verb precedes direct speech, the verb should be followed by a colon.
If a preposition precedes direct speech, the verb should be followed by a comma.

Examples:
College admission should be: "This, and that".
College admission should start with, "This, and that".
