It's a crime you can't get charged for and one way or the other it might make a few people stop using their cellphones so much while driving (I truly hate people who do that, I mean I can understand if someone is ringing and you do a quick look to see who just in case it's important but when you're full on texting or some **** than I have no sympathy for you if you crash)

My philosophy teacher put it this way:

In the amount of time it takes the average person to simply look down and type, "kk," your car will travel about 400 feet at an average city speed limit-- over the length of a football field.

How would you respond if I put my hands over your eyes until the car traveled 400 feet? not well, right? well, it's pretty much the same thing.

[spoiler] I was actually in a wreck once because the driver- my idiot step-brother- had looked at the radio to change the station. his eyes were off the road for all of 5 seconds and we ended up hitting the car in front of us.
I call him my idiot step brother because durring this accident, he was not wearing his seat belt. I was. Just before impact, he reached over to stop me from moving forward, pushed back on me-- and pushed himself into the steering wheel. That combined with his lack of a seat belt made him hit the steering wheel so hard he broke 4 ribs.
While that much I can't be angry at him for, this is why I call him an idiot... He says seat belts are unsafe. He thinks it's safer to go without, and teaches his younger siblings and children to never wear their seat belts because it could get them killed... Nevermind that a seat belt would have saved him thousands in medical bills from 4 broken ribs, SEATBELTS KILL!
Needless to say, i'm pretty adamant about it... nothing I can do (i've tried), but at the same time, i don't want him or any of my other family members to end up as a statistic due to his stupidity. He's still family, and I worry. [/spoiler]

Not wearing a seat belt and changing a station while looking at the radio, and too top it all off he had someone right next to him who could easily have changed the station for him. Wow, in terms of sharp tools in sheds he sounds like he's the shed wall.

I do have to hand it to him though; he knows a lot more about cars than I do... He's just not so good about fixing them... Something we learned from the above wreck actually.

I assume his seat belt argument is the seat belt ends up holding you in a burning car or something of the sort? Does he realize that in an accident doors are very likely to become jammed and require machinery to pry open, and if you aren't wearing a seat belt.. well good luck climbing out of the car window with your injuries

More like the "fact" that his father got in a car wreck one day. depending on who you ask, he either survived because he was ejected before the car hit a tree and pushed the steering column where his chest was a moment ago
or
He was able to jump into the passenger seat before the car hit the tree and caused the steering column to jut out.

since then, he's made the excuse that he "doesn't feel safe in a seatbelt."

Basically his father was in a wreck in which no wearing his seat belt saved his live. He was ejected from the vehicle just before the car hit a tree and drove the steering column into what would have been his chest had he not been ejected.

For some reason, he thinks this can still happen in modern cars. He also thinks that he'll be able to brace himself, or be able to dodge... whatever he thinks is going to happen...

If people are looking at their phone, then they aren't paying attention to the lights. But they'll see the car next to them start to move. This causes them to panic, and their reflex is to start driving to prevent all the angry honking. However, the light is still red, and if they did go, then they would most likely crash and someone(s) would get hurt.

What you just said is not related to the behaviour OP described.
He clearly stated that he looks at the car next to him, trying to make it cross the road and end up on the middle of the crossroad. And trust me, this actually causes a lot of ugly accidents, which is why going of a red traffic light is treated with removal of driving license in many european countries.
