Now Bruce thought that he was a vigilante but he was not in the right mental state to be able to handle something so serious. So Alfred struck a deal with Commissioner Gordon: Alfred gets to release a certain criminal for Bruce to catch and defeat and Alfred donates the Wayne's fortune to Arkham.    
   
Bruce thinks he's Batman, he thinks he's doing nearly impossible feats when really it's all in his head, Arkham gets funding and Alfred gets to see Bruce be happy.

i would think that they would hire an actor to be the criminal, because I doubt an insane Bruce Wayne would be able to hunt and catch a criminal. Also, a released criminal would try to run, while an actor would try and confront batman. Could also explain while many batman villains are eccentric and flamboyant.

That's basically what Alfred Claims to have happened in "Whatever Happened to the Caped Crusader."
He claims that Bruce went mad upon witnessing his parents death and somehow believed he was a vigilante called Batman. Alfred pitied Bruce and gathered a few of his old acting buddies from his days as an actor and paid them all a great sum of cash to become Batman's opponents. Alfred, himself, became Batman's arch-nemesis, the Joker.
