We're as in the country of Canada. it's acceptable to say we're in terms of citizenry, it's considered a group, plus there's more to exporting something than just gathering it and by some extension if you're paying taxes in canada you're helping to export maple syrup to the rest of the world even if it is by a nearly insignificant amount on an individual level, this means that he belongs to a group albeit a group sizing in the hundreds of thousands. that helps to export maple syrup to the rest of the world.
It's called patronism and it's used everywhere, like someone might say "we' saved your asses back in world war 2" but that doesn't literally mean that you and a group literally saved that persons ass back in world 2 you're referring to the country and it's people that you belong to it's a perfectly acceptable use of the English language.
