they're bumps in the side of the rode that make your car "Rumble" to let you know you're heading into the shoulder. Basically a reminder to wake the **** up and pay better attention to where your car is.

those things are there in case someone falls asleep and starts going off road so they'll hear that rumble sound when driving over them prompting the person to wake up thus "ruining" the nap, as the joke implies
