The flag wouldn't be waving due to lack of air. The only reason it waved when the first placed it was due to the top bar bouncing that held the American flag in place, While this may be a true fact, the picture is fake.

The flags were only ever for the TV cameras, they were never meant to last. The flag from Apollo 11 (the original) blew over immediately when the lander took back off. This was reported by Buzz Aldrin and later confirmed by imaging of the moon's surface. The real permanent fixtures on the moon are the plaque and the rovers/landers.
On an almost completely unrelated topic; A man once accused Buzz Aldrin of faking the moon landing and was promptly punched in the face.
