I can assure you that's not true. My mother and I grew up in the same house just a few blocks from a light like this. While learning to drive I asked her, my uncle, and my grandparents about what to do in that situation and they all told me the same thing.

Going through my old Driver's Manual, it says absolutely nothing about signs being used for when traffic lights are out.

This guys are arguing you with lights before signs, but they don't realize that that refers to other cases. Most probably you are right, and it is an intersection like that.

Lights mean more than signs in situations like:

You get to an intersection. There is a giant STOP sing. Lights are green. You don't stop because lights>signs. If lights weren't working you'd have to stop. That's what.
