Gasses are less dense than water and therefore float. By your logic all of the air would be on the ground and water would float on top of it, so we'd have water way up in the sky, and as the water evaporated and turned in to gases, the gases would fall to the earth and make clouds on the ground. Now I may be wrong about some of this, but I'm not a reverse scientist, I'm not even a real scientist.
