Actually, before the peace treaty between Britain and Spain, pirates were often used and even trained and given ships by each side to plunder the enemy. Captain Henry Morgan ( now most people know about him only because of rum) was a Governor and an imperial officer whose job was to cause as much problems for the Spanish royal fleet as possible, after the peace treaty, Piracy became illegal and the E.I.C. was founded and actively hunted pirated and sentenced them to death, as piracy was the onl life most of them knew, they continued, and after being branded traitors by the British and spanish royal fleets, they attacked both and thus became " Fearsome bandits" before the treaty they were more known as " brave sailors"

Actually, regular sailors were even more brutal and murderous at the time. They were also practically slaves. The reason most sailors turned to piracy was in order to get some freedom and cash. Some traded, some looted, some demanded protection fees, but very few were the "rape everyone, take everything that isn't nail down, kill everyone and burn what's left" kind of pirate. Heck, some of those ships even had their own little democracy with an elected captain. Some were more civilized than the people back on land.

I'm guessing it's a similar tale to the popular view of vikings. Vikings weren't primarily raiders and killers; most were farmers and merchants and explorers. Pillaging is an effective way to supply your men, though, so a minority occupied themselves with that while the majority only did it when they had to - but it's the victims of the raids that wrote the history books, so it's fair to say that the impression of what both vikings and pirates/privateers were all about is a bit skew.
