The move, as described, makes you repeat the last move of your pokemon a number of times. Encore can be VERY useful in actual battles, making enemies repeat moves that do not harm you until you knock them out, but when In-Game AI trainers use Encore it's just funny.

Clefairy is Normal type, that means it gets ****** up by Mankey (Fighting type).
Encore is a high-level Normal move which is completely retarded 90% of the time. It forces the opponent to use the exact same move as in the previous round.
In this comic the Clefairy used Encore forcing Mankey to use the same move, basically asking "wreck my **** up".
Encore is retarded, because it has a low PP (5 base) + works mostly in opponents favor giving him a free round of whooping your sorry ass. Theoretically it could mess enemy tactic, forcing him to buff 2 times instead of 1, but since in almost all cases the enemy wants to kill you right away and attacks, using Encore is letting him to hit you with anything he wants and to get away with it.

All that Encore achieves (most of the times) is making YOU revise your tactic, often leading to item usage, rather than making the enemy revise his.

Tl;DR Encore = suicide
