There are a lot of meme's that are specific to certain sites.
A lot of sites have "inside jokes" that are basically memes. Even really small sites.
This is an example of a meme that is only on one site.
Expecting everyone on other sites to understand the ''meme'' is like expecting strangers to understand your inside jokes.

Actually... OP is using the term correctly. If you were to look at Merriam-Webster's definition of "literally" underneath their header "Usage Discussion of LITERALLY" (www.merriam-webster.com/dictionary/literally) or even just Google search "literally definition", you will see that literally can be used for emphasis for something that is not literally true.

However that is not strictly-speaking true. Whilst it is used that way, that is merely an amendment made after the creation of the initial word. It is not correct to use the word in such a context, however it is forgivable because in that context it takes the place of slang.

Similar to how "cool" doesn't mean something that people find to be impressive/concurrent with their interests, rather it means something that is moderately cold. However it's usage is allowable because of the rules of slang.

This really is just a question as to wether slang does or does not constitute official vocabulary and there are as many who say it does not as who say it does.

Technically it does. When you're operating in the context of satire you are privy to your own poetic licence because satire counts as fiction. Because of that anything and everything is allowable.

It may not be necessary, funny or even a good idea in the first place, but it is allowable. It just peeves people off is all.

(If used in non-fictional context though it is completely inexcusable.
