I'm pretty sure that crap lining the room absorbs sound waves, so the sound of the fart would not rebound off there to reach your ear. You would probably still hear it slightly because of the sound waves that have a direct path to your ear or diffract to reach it.

You wouldn't hear the fart, let alone your own voice. Negative sound means the room absorbs the noise. You can hear your blood flowing because it can't absorb the sound from inside of you.

Well I'm dumb too. But the room wouldn't absorb sound, it would not allow any echo or ambient noise. Or maybe I'm dumb and it really dose eat sound. But I doubt it. And grammar shouldn't make me smart.

Alright listen. The walls absorb the sound, but you can still hear the soundwaves from an object as it hits you directly before hitting the wall. Sound does not need to hit a wall first for you to hear it. Any noise produced in that room will be very quiet, because you are receiving fewer sound waves than you would normally, but you can certainly still hear.

humans hear at 0 decibels
the walls are soundproof so that sound does not reflect
that is the main reason it is the quietest room in the world

But decibels work like, every ten decibels are twice as loud as ten before them. Do they? That would mean that 0 decibels is half as loud as 10. If I am correct.

no, decibels are a logarithmic function. that's not how they work.
if we assign 0 decibels the value 1, then 10 decibels has a value of 10, and 20 decibels has a value of 100. Basically from the reference point of zero, each 10 decibels is 10 times the previous value. -9 decibels is close to having a value from that reference point of 0.13 meaning that you would still be able to still hear things, but almost no ambient noise would be heard, and your voice would be very quiet because you would only hear it through vibrations in your skull, not from the sound reflecting off any surfaces

TL;DR: You can hear things, decibels are logarithmic
