that is how it is in the U.K. but in the united states, when ever obama care is fully implemented, you will have the right to have surgeries like this all payed for by tax payers. Surgeries like this include penile enlargement, breast implants, abortions, and sex changes (male to female only). however, you only get these rights if you have been unemployed for more than 6 months, or you classified as poverty stricken, or you are employed by an employer that also employs more than 17 other employees (this number is an indication to the fed. gov. that the employer is capable of paying for the government run health care for its employees)

If it can been shown to have a detrimental effect on their pschological wellbeing then it can be authorised, but this is very rarely. The same type of rules apply to, for instance, gender reassignment surgery.

Why not? Happy people are more productive. Too put it far too simply, the government provides happy, healthy, educated workers and it is the job of industry to utilise them to improve and maintain the economy of the nation. There is a reason for the vast majority of western nations having socialised medicine and for all of them possessing socialised education (to a point).

Because the entire field of pschology shows that some people have very real problems with their physical selves. What is better, a person who has surgery to help improve their wellbeing, or a person that commits suicide because of their inner demons?

my girlfriend has issues with her body and has contimplated suicide because of it. a good person by your side can do a lot more than surgery

Very true, that is why there should always be strict screening for these types of procedures (even for those being done on those who appear willing). Sadly that doesn't always happen.

Yep, nhs hotlines and social workers alongside more well known charities. They primarily aim the big campaigns at the young but there are facilities for anyone who is referred via their GP or a social worker or for those that seek out the services themselves.

Support from counselling is not the same as, or a substitute for, emotional support (and emotional support is not always enough even when it is available). An obvious example would be those with prominent birthmarks, some people "get over it", some manage thanks to the support, others cannot and these few receive the available treaments as it is what is needed to maintain their emotional wellbeing. As I said, these cases are incredibly rare because most can be helped by counselling and support, that does not mean that it is right to abandon those that cannot deal with such a situation.
