My understanding is this:
Sauron = Big fire-eye. Once of humanoid form. Went by the "Necromancer" for a time. Taught the elves how to and assisted in creating the original 19 Rings of Power. Than made his own One Ring. Used One Ring to corrupt the bearers of the other Rings. The Elves realized what was going on, and removed their rings. The Dwarves became corrupted and the Humans became the Nazgul.

Baraf-dûr= the tower. It is bound to Sauron's power, who was in turn only able to stay alive (as the eye) through the power of the One Ring.

Thus, when the Ring was destroyed, Sauron died forever, his magic failed, and the tower collapsed, explosively, as magic tends to be.

By that point, Sauron no longer had the ability to corrupt other ring-bearers.
The entirety of his plot was to use the One Ring to corrupt and control, and since he is unable to wear the ring as a giant eye made of fire, the danger of corruption is gone. Gandalf and I think Elron have the other two rings.
In fact, it's only through the power of Gandalf's ring that he's able to resist Sauruman's persuasive skills.

I would not say that it is safer, but it is self-regulating.
In a world where every has guns, fewer people are going to want to do something stupid because they know they risk being shot.
The USA has problems because some people have guns and some people don't, and therefore people with guns often do stupid things to people without guns, and so on.
And eventually those people with guns try to do stupid things to people who also have guns, and they get shot.
It's like if everyone had a shock collar and a remote, you pointed the remote at a person and shocked them when they did something stupid, no one would do anything they knew was stupid because they knew they would get shot, but if someone didn't have a remote, then they pose no threat.
Eventually you fail to realize that you will inevitably run into someone who has a remote.

if the problem is that some people but not others have guns, and you don't want to limit guns, the only other option is a society where everyone has guns. that is an insane idea and every empirical study suggests that would lead to more deaths not less. having a gun in the house, for example, means you are more likely to shoot yourself or a family member than you are an intruder. your fallacy is you assume that people who commit violent gun crimes can be logically dissuaded by the threat of gun violence against them in return, and that's just not true. most of these people are either crazy or are willing to risk getting killed. the question is whether you want these crazy people to have a powerful tool to commit violence with or not. they'd still commit violent crimes of course but they'd have a lower death toll. i don't see anything self regulating about gun violence.
