I should rephrase... He's not avoiding the question, but if you look at the question itself and his answer, he does not actually answer what was asked.

It's actually closer to "Are you going out this weekend?"
"I told my friends that we should go out this weekend."

The "yes" isn't actually there, but it could be. The same thing with the President's response. He doesn't actually say yes, he says he'll be getting family tattoos if one of his daughter's get one. That doesn't mean they don't think that's cool; hell, his daughters could have laughed their asses off at the comment, thinking he's one cool dad for joking around with them like that, whether he was serious or not. He doesn't say one way or the other, just gives a semi-related story that most people would assume "yes" from, but in fact it could easily be the exact opposite.

He's an extremely talented politician.

But the funny thing is that it wasn't answered at all. For all we know his daughters could think that's the coolest thing in the world, or that they didn't want tattoos in the first place and thought it was a really cool answer.
