Exactly *******, it was a water balloon. The fact that there are ripples in the water indicates that gravity has just begun working on it's newly freed form, and by newly freed I mean the balloon is no longer supporting it. so... the rubber (from the balloon) was able to disappear completely before the water moved.... and the water was not affected at all by the sudden release in energy by the bursting balloon It's just sitting there while the rubber contracts and disappears?

To me the ripples look exactly like how water would run down a near perfectly smooth spherical object once the surface has been wet..

take a look at the thumb and palm in the foreground. the water is starting to form around them, indicating a balloon did pop. just because it's not visible doesn't mean there is no rubber.

it's also possible that any rubber was removed with photoshop to make the image look more surreal.
