Yeah, Doctor Who like to recycle their actors. Some the the actors in Torchwood were also in episodes of Doctor Who.

Every actress to play the Doctor's companion since Rose has appeared in an episode prior to their official introduction into the role of the companion:

The Runaway Bride featured the character of Donna before she became the companion
Clara is a complicated case we don't understand yet but that Clara (and the one from the Snowmen) is possibly the same one. In any case it's still part of the story arc

From older series Ian Marter played a character in Carnival of Monsters a few years before he joined as Harry and Colin Baker appeared in Arc of Infinity the year before he became the Doctor.

Oh, you 2005 and up crowd..

Any and all instances of actors playing two different roles were rendered irrelevant INSTANTLY back in the 80's when Colin Baker [The Sixth Doctor] played a Time Lord commander alongside the Fifth Doctor.
