It's called the Blister pack and it's made so shoplifters would have a hard time opining that. Usually the stores have two options of buying the goods from factories (or distributors), usual foil packs or those blister packs and they usually choose to buy them in Blisters and pay even more for them just because it's protected. And you can open them easily with a can opener or stronger scissors

Those are not blister packs, blister packs are the foil packs you find for most over the counter non bottle medicing. The ones you find in boxes.

The is, is that it's completely backwards logic. If they still want people to be able to use it, then the packages have to be able to be opened. Shoplifters don't have to open that stuff before they leave. No matter how hard they make it, if they expect consumers to be able to open it, they better expect criminals to as well

But blister packs make things big and bulky (Also they usually contain the scannable element that sets an alarm off when you leave without paying) so it's difficult to inconspicuously leave with it.

That depends on the store, often they do regardless. But even if they didn't, it's harder to hide something big and awkward like that.
