Safari uses Webkit(same core as Chrome), making it superior to Presto used in Opera. Although Opera will use Webkit/Blink in future.

Yes, because rendering engine is considered as most important part of browser and it's main component which is responsible for speed of HTML/Javascript render. And speed is probably the most important thing in current trend of browsers with minimalistic functions like Chrome, where Opera greatly struggles as it's stuck with too much unnecessary functions for 90% of market.

********. The extra features in Opera don't cause any slowdowns, not on my computer at least. It's fast to start, fast with browsing, LIGHTNING fast to install because it's a tiny package. All in all, Presto does a great job, I am looking forward to what Blink has to offer though.
I'm in that 10% of the market that doesn't want a barebone browser like Chrome, or a fat-ass like Firefox.

If you have decent computer, you won't probably notice the slower loading, but it can be crucial on slower machines (like cheap tablets or netbooks), especially on heavy-JS sites (or sites designed by dicks who link entire jQuery to use ONE function).
I personally used all browsers in course of years (as occasional webdesigner) and I personally use Chrome on all my devices (except Android, Chrome still feels slow compared to stock Android browsers or Opera Mobile) and I felt that Opera and Firefox are somewhat bulky. And it suits my needs. If you need the functions that Opera offers, use it, but I for my daily usage I need fastest browser and that is currently Chrome.

Fair enough, but everything's gonna be slow on an old/cheap machine.
I do use Chrome on my rooted HTC One X+, for some reason I don't really like Opera Mobile.
I just like the features that Opera has to offer on the desktop. E-mail, torrent client, the brilliant speed dial (that every other browser is copying), tab stacking, the panels at the side. I've been using it for 4 years or so (on and off for 8 years), so it has grown on me.

Unfortunately, a lot of people don't use 9+.

Mainly because of schools and tons of workplaces using older computers, so they usually use the older browsers.
