Have you even fully played bioshock infinite? No immediate fire based vigor (devils kiss is more of a fire bomb so is different), and no ice vigor. These are plasmids.

Booker demands that they move on with their lives, but Elizabeth insists that although their Comstock is dead, he exists in a million other universes, and the only way to end it is to ensure he never existed. Booker offers to go back in time and kill Comstock as an infant; Elizabeth acquiesces, transporting Booker to the place he went to be baptized and cleansed of his sins after his actions at the Battle of Wounded Knee. Booker avoided baptism at the last moment, while in another universe he took the baptism and became Comstock. Booker and Elizabeth are joined by alternate versions of Elizabeth from other universes. Booker allows them to drown him, preventing his choice from ever being made and stopping Comstock from ever existing. One by one, the Elizabeths disappear, leaving a single Elizabeth standing in the water.
In a post-credits sequence, a Booker awakens in his apartment; he calls out Anna's name and opens the door before the screen cuts to black.

In the U.S., it depends on how publicly available the bathroom is. More expensive restaurants, stores, etc. will have temperature control, as will almost all residences.

I guess government buildings are an exception to that rule though, since anyone can enter and they're usually pretty nice.
