That is actually a very common practice in any video game development. Making assets its damned expensive, so you get every single possible use out of every last piece. So long as players can't see it, it's fine.

Depends on how the rendering system works. I have seen it where they kill all light rendering after one collision. Depending on how Bethesda's rendering works, but with unreal, anything that does not receive light, is not rendered. The framing still exists, but until light hits it, it is not rendered. Helps out with stuff like this.

It's a pretty common thing in game design. You have a poly limit and you want to make sure everything is optimised. It looks good and you save time and file space also seeing as the world is huge cutting corners and creatively is a good thing.

An easier way to think about it is that you have a limited amount of lego blocks and if you can use that one block to do many functions then you are good to go. Also building a level is like lego blocks you have many pieces that you put together in different combinations to create different and interesting levels.

That's how basic level design works, games that use Unreal are done in a similar way.

After spending ~30 hours in creation kit for a game modding class, this is a pretty common practice that Bethesda uses.
