How about talking to the kid first and asking him why he was late?
Whenever I was late, my parents did that and told me they were worried.
I never got grounded or even locked out because of such small things.
This is no good parenting, this is just a way to upset and humiliate your child.

That isn't that bad, I didn't make curfew once and ended up living with my grandmother, which happened to be the best thing that ever happened to me. So keep thinking your life is so horrible.
