As far as I know, that coloring method is called ombre and you can also obtain it by using something called hair chalk which is non permanent and washes out easily. Pic related, it's the effect of hair chalk if done properly.

I want hair like that so badly but my hair is very dry and just ruined in general so I have to use hair chalk instead of coloring...

Ombre technically started out as the same color fading to a lighter one ,rather than the mixed/rainbowed hair that it now became. Nonetheless, that blue hairdo looks awesome... For about a week. Good goats, it would be such a bitch to maintain, I could never commit to that, even after dying my hair red for the past two years.   
   
That gabbing aside, I do think that chalking, especially if you do it often, would actually damage your hair more that dying it every 6-8 weeks. As I see it, you rub a very drying product into the hair, usually even against the scale, which causes breakage, dull hair and general unruliness. I might be wrong, but you might want to look into it, and see what's better for you.

Well I only use the chalks for special occasions and parties and seeing how I usually never attend parties because they tend to be rather dull well... I never really get to use them.
But I think you're right, too much usage would probably damage the hair a lot. And I'm not coloring my hair, at least not in such vibrant colors. As you said it would be a bitch to maintain. A friend of mine got hair a little like that but in green and pink colors. After 2 weeks it looked awful.

I used to have clip-in strands of color, that was a good way to pretend to be "cool and edgy" way back when.    
That reminded me of a chick back in school who dyed her hair deep green. A couple of weeks later it looked like her hair had mold all over it.    
But yeah, parties... The coolest people don't go to parties, right?... Right?

My friends hair ended up looking like... Well the pink faded ok but the green looked disturbingly like someone had vomited on her hair.

you could use a conditioning cream once a week or twice a month. i bleached my hair like 3 times in 2 months for my wedding and i've only used it twice and my hair looks better than ever. i've tried mane and tail and it just dries my hair out
