How would the machine know when it was built? What if aliens built one billions of light years away? Does it not count? How does making the machine change the fabric of time and make it now acceptable to pass through time right when it was made? bull **** theory

Your referring to a certain type of time machine, which is really a totally pointless argument as all time machines are strictly theoretical; including the type that you just described.

We don't even know for sure that time travel is possible, we just don't currently know of any natural laws that forbid it.

So far what has been proven is that when you approach the speed of light, the universe around you ages faster.
Basically time machines can only go forward, not back.
