Not necessarily. Finlandia vodka is ******* awesome, and I can't say I know more than like 2 or 3 Finnish vodkas, but anyone can make good vodka in any country if they do it properly... Its just that I was raised on Moskovskaya and Stolichnaya so I grew to really love em :)
