common misconception... yes, the madder bruce banner gets, the stronger the hulk gets, but you have to take into consideration the fact that no matter how mad he gets, he is still... only human... and as such, has a limit to how angry he can get

It's best to just say that the hammer itself cannot be lifted by anyone that is unworthy. Think of it as being Excalibur stuck in the stone: It's not that the weapon is heavy, or that you're not strong enough to remove it from the stone, you just have to be worthy.
