Just because it's infinite and non-repeating does not mean it holds every possible combination of numbers, especially since every possible combination of numbers is in itself infinite. There is no possible way to verify this statement.

Can someone help me wrap my tiny brain around this?
Pi is an infinite repeating number < 4.
So is it a constantly expanding decimal?
Or does it have an end if it is not constantly expanding?
