10: well if they used the time-turner to go back in time and prevent something from happening it would create a time paradox since if the problem got fixed there would be no reason to go back in time and prevent the disaster that never happened from happening

If you went back in time to kill your dad, you would cease to exist. Which would also remove the events of you killing your dad, so your dad never gets killed and you still exist.

It was the fifth book, actually, during the Department of Mysteries sequence. Hermione never did give her time-turner back though. So, assuming no one else has one of their own, she has the last time-turner in existence.
