The Boeing 747-100 is modified to carry the shuttle and the shuttle only. The entire interior was stripped for weight reduction. It has a total lift capacity of 180,000 lbs. An empty space shuttle weighs 165,000.

To be able to lift extra weight associated with excess luggage, more fuel is needed to generate the extra thrust to keep it aloft.
