I'm a general contractor. From the looks of it, I'd say that is a concrete retaining wall of some sort... looks to be outside from the lighting. If that is the case, there are a number of issues here.

One, there is no weep hole in the wall to drain water. This either mean they didn't expect water to be back there or were negligent. Perhaps, there is a broken water pipe.

Two, the outlet should be exterior grade with a cover. These aren't completely waterproof, but will hold up a lot better than that.
