He is in the "inn" area of Ghostgate and he only appears during the main quest when you have to kill Dagoth Ur's lieutenants. He disappears after.

Some just sit back and laugh at their plights, some give them the ability to shout loudly and kill stuff, some wait until one dumb ass is stupid enough to give up their corporal form then he appears in the form a giant-ass dragon and begins to **** **** up, and Talos... Talos chooses to help out his followers by turning into a old man and offering them cryptic advice...

Just for confirmation, Talos appears in Morrowind at a specific point in the main quest, in the form of an old veteran called Wulf. He disappears from the game after you complete that portion of the main quest, meaning it unlikely that the player will actually find him, let alone make the connection that he Talos without prior knowledge. He says this when the player asks him about the Empire, clearly foreshadowing the events of both Oblivion and Skyrim.

Talos was the ******* emperor. He was a mortal man that eventually grew old and died.
He slew dragons, he conquered most of Tamriel.
The reason the high elves hate him, is because he isn't technically a god.
Just awesome and worshipped by the nords and imperials, up until the war with the high elves over that fact.
He was a human.

Most of what you're saying is true, but he IS a god. His blessing, in combination to the original Eight was enough to help the Champion of Cyrodiil kill Umaril the Unfeathered completely, whereas before, the Eight and the original champion couldn't. This means that the other Gods accept him into their pantheon. If you still want to put the original eight about him though, you could just say The Eight and One divines.

Talos rose to the position as god through how badass he was, in oblivion you go to Talos because he is a ''new'' god and whatever had happened to the other gods had not happened to him, but still a god.
