If you know what you are doing you can beat each of the DLCs and Main story in less than 4 hours a piece, and since they don't really overlap, (except for broken steel) then they should each be considered a separate game within a game.

Yes, you're correct, but I don't think that very many people are going to play a fallout game and not do any side quests, commit any genocides, or venture through the wasteland for extended amounts of time.
