Since the concept of the construct is streaming virtual dynamic environments, you would not need a whole bunch of RAM. unless you want to fast buffer and pre-cache the whole environment, in which case i fail to see the point of doing.

At the Nebakanezer, They are most likely to stream the environment from disk via RAM to get a fastcache effect and get the desired response time of the program, and let the heavier parts of the program be located on slower iSCSI/ F-ata/ S-ata/ FC disk's at a lower level in you SAN. this method is called Dynamic Tiering and has been used for almost 15 years.

Ergo, the joke fails when he implies to need heavy amounts of RAM for heavy program streaming.

Or, if you wanted to be really simple about it:
They stream entire universes of data at any given moment in the matrix. They stream thousands of planets, countless people (who are dynamically altering the environment), and even more countless objects. Nomatter the mass of the mama, the program inevitably has enough power, because the program is maintaining a virtually unlimited space to begin with.

Also, the virtual environment must be stored, computed, and maintained somewhere. What you just said is similar to saying that a video game that simulates the entire world doesn't need RAM because the people playing in the world are streaming the data from another computer. No ****, the people on the client side aren't going to be doing a **** load of calculations, but they still need a ******* of RAM to reduce their communications as much as possible. And I'm sure that's a huge priority in this world, since they are being constantly hunted by robots. When they plug in, I'm sure that the machines locate them quite quickly. Therefore, the smallest connection would be mandatory to their survival. So they would need a large amount of RAM to store the worlds that they have gathered so far. And the server computer would need untold amounts of RAM. If you want a great example, look at Minecraft. Playing on a server doesn't actually reduce the RAM usage of your computer all that much. You load a certain number of chunks around you, and if something in your chunk is altered, the server sends the updates to anyone within that chunk.
