It's an image of the altar of Sithis which can be found in the Vile Lair DLC of Elderscrolls Oblivion.

I just read up on it, and from what i can tell the Altmer aren't all pricks.   
Some, like the Thalmor, think that if they destroy Nirn and mankind; they become immortal.    
But others like the Psijic Order are cool about being mortal and all.    
So, i think indeed we can trust the Psijic Order. I think after they take The Eye Of Magnus, they do their best to make shure the Thalmor won't get their hand on it.    
And besides, The Throat of the World is not the very last tower. There are possibly atleast three left.

Those "strange symbols" on the jars are actual Germanic/Nordic runes and can be interpreted as whole words or just letters.
They may just be a detail of the universe and mean the initials of the fictional owner or maker of the object or a religious/magic incantation or spell as was usual in the society Skyrim is modeled after.

In conclusion, I don't think OP is right about the runes. If they mean something important at all, I don't think it's correctly displayed in that post.

The Eye of Magnus is a different matter, OP could be spot on with that.
However, keep in mind that the Psijic Order's intervention was the thing preventing the Thalmor from getting their hands on the Eye of Magnus, which means they obviously are at odds with the Thalmor and if this whole Tower thing is true, they may not become friends but at least allies as they clearly have still have plans for Mundus and need the Thalmor defeated as much as the Races of Man do.

And another thing... I played the Stormcloaks on every one of my characters because the Imperials are bad in Skyrim, whereas the Stormcloaks are good, just racist. But I made an imperial for the sake of doing the Imperial Legion quest line, a character I don't consider "canon" in my game play. Which means that the stormcloaks won and the imperials won, say this new DLC theory about the Thalmor comes to life, how will it play out? If I do the imperial quest line basically Tamriel is done? And if I play the Stormcloaks it's all good?

go sign out for this. I have no ******* idea why everyone hates the imperials so much. Had Ulfric not been such a dumb cunt, he could have allied with the imperials and defended skyrim from the imminent thalmor invasion. If you fought for the stormcloaks, skyrim is now alone in its fight against the thalmor. Basically, there screwed.

You guys might enjoy this, a guy said he liked the Aldmeri Dominion on Elder Scrolls Discussion and this was a response from some dude.

"So you(OP) is interested in having reality being destroyed? Because that's what the Thalmor High Council plan to do, the one thing in Skyrim they need is the Snow Tower. When they find it and its power source they will destroy it. Once the snow tower falls, the Thalmor will have completed their goal of unraveling reality. Mundus, Aetherius, and Oblivion will be one again. What the the Thalmor wish to accomplish by doing this is to undo to the ultimate "Trick" enacted by The God Lorkhan in the Eyes of the Aldmer*: The Creation of Mundus, Oblivion, and the seperation of Aetherius from them.

*Aldmer(Not to be confused with Altmer) : These are the direct descendants of Auriel. They are the race in which all races of Mer are descended from. Also known as the first Elven race in Mundus."
Had a little bit to do with this at least, and the Psijic Order is pretty trustworthy, yes they were founded by the the summerset elves but the order rarely sees them honorable enough to even give them advice, and btw they were the ones that warned you about the eye in the first place.
