those things aren't very hard to get off once you you have the tire off. it just takes some heavy power tools and some know how. but i have no idea how he got it off, usually a boot covers the nuts.

Boots (if placed on a car for unpaid tickets) cost the same to remove as to pay off all your tickets. I doubt they would hunt you down for 150 bucks.
