ever heard about the term "failed state"? somalia is in a state of anarchy regarding the fact that govenrmental power (that of the former existing central state) has broken down. it's comparable to the feudal ages were something which is called 'feudal anarchy' existed in some parts of europe which worked just in the way you described it. local powers battleing for dominance with a minimum of regulations. if you think about anarchy as a political utopy, than this is as legitimat as well, but there are several ways in which you can use this term.

The technical term for somalia is anomie--not anarchy. Instead, anarchic systems are highly organized and democratic form of governance without the centralized power structures. Very different from somalia.
