This map is a fake made by a random user, but I'll tell you how its supposed to work.
We use the Electoral College to vote for our presidents. Each state has a set number of representatives in the college. If you win the state you get all their votes. The first party to reach 270 votes automatically wins. I'd be happy to explain more if that brief explanation doesn't clear things up.

The number of votes are based on a states number of representatives (from the house of representatives) plus the number of senators. The number of senators a state gets is always 2, while the house of representatives is by population. It is not in Obama's power, the senate and house of reps must also vote for any increase with a large majority.

The amount of Electoral Votes in each state is determined by the population of that state. For example, California has the highest population, and therefore, the highest Electoral vote count.

However each state is given two votes automatically meaning that the people who live in states with lower populations are more important than those in higher states such as California. Due to this system a president could theoretically win only 22-23% of the popular vote and win the majority in the electoral college.

Not in his power. The amount of votes in the electoral college is based off the states population count. That's why Texas and California have the most vote value.

This is user generated. Obama won the actual election with 303 electoral votes.

A popular vote is taken in each state (which doesn't really matter at all). The Electoral College then votes (called electoral votes, which are the numbers you see on each state) however they want, meaning they determine the Presidency. They're supposed to vote the way of the people, but this isn't always the case. A candidate needs 270 or more Electoral votes to win the election.
