well from what I was told once...

"Country of origin is one of the biggest thing, but aside from that, anime is more stylized with common character designs and facial structures, detailed backgrounds, and a plot. Cartoons tend to be made to appeal to little kids by making the characters look deformed and having no point to the story."

All animes are cartoons.
Not all cartoons are animes.
People who say the difference is that anime has more detailed plot or whatever are just trying to justify it as mature to themselves. They are idiots. If you like something then like it, it doesn't have to be mature.
Pokemon is an anime. An awesome one. Though it is still a cartoon.

An anime is ANY animation made in japan. Art style also has nothing to do with it.

As an animation major.

Technically, anime is just a shortened term for animation which has more popular use in asian culture. It can be used to refer to as any animation including Disney animations, but because it was mostly used in asian countries, the context they used it in mostly referred to their countries own animations, which in turn helped change it's meaning to strictly refer to asian styled animations.
