Perhaps it has something to do with life insurance. For example, suicide is illegal in many places. They can't arrest someone who actually does it, of course, but insurance companies refuse to allow next of kin to cash in on life insurance policies if the benefactor committed suicide.

Perhaps this law in Italy is similar in some way...

The IQ one is somewhat of a lie, When her IQ was computed it was on a mental status ratio IQ, mostly used on children. SO considering her IQ on this test of 228, her actual IQ would be lower than people like Steven Hawking who is A little over 200 would score around 160 or so and she would score about 185, which is lower than the chess champion Bobby Fischer, who scored 187 on the test. The actual highest IQ that was on the advanced IQ test was 198 by Abdesselam Jelloul. Which was actually showing more than just quickness and pattern solving. It went into 13 divisions of your mental capacity. Thus the IQ one is not true.
