Perhaps it has something to do with life insurance. For example, suicide is illegal in many places. They can't arrest someone who actually does it, of course, but insurance companies refuse to allow next of kin to cash in on life insurance policies if the benefactor committed suicide.

Its a small village that due to government cuts couldn't increase their cemetery(i think) so in protest the mayor aproved a local law forbidding anyone of dying.
