Here's the problem though: You, like OP, have identified the subject wrong. The subject is still "atmosphere" because it is what you are describing with the word "difficult." The placement of the word "environments" closer to the verb does not necessarily make it the subject.

OP and that user there are not wrong. Are and Is are verbs and they apply to "Environment," so that would mean that verb would change depending on whether environment is plural or not.

And if that's not enough for you, read both sentences out loud. Which ever one sounds off, that will be the one that is wrong.

Yes they are. 'Of the environments' is a prepositional phrase, and is not the subject. Take it out and you have 'the atmosphere are'. That clearly is not correct. It would be correct if 'environments' was the subject, but as it is part of a prep phrase, it isn't.

That's your problem right there. Adding a prep phrase will more often than not force you to change a verb or two around to fit the prep phrase, where as here you are ignoring the prep phrase and using that as the argument.

You can't ignore the prep phrase and treat it the same way as if you didn't ignore the prep phrase.

His argument is that by adding the prepositional phrase you don't change the subject. By your argument you would be. In the context of the sentence in question I'd agree with you. The subject isn't just "atmosphere" the subject is "atmosphere of urban environments."

Note: I removed the word the, since it's erroneous. I think that's where the confusion is coming from.

But that's what you are supposed to do if you don't know what form the verb is supposed to be in. You look for the subject, and the prep phrase is not the subject. Ergo, you ignore it and look for something else. That would be what came before the prep phrase, 'atmosphere', which makes the word 'is'. You don't change **** for a prep phrase as it can be taken out and the sentence would still flow correctly. If a prep phrase is taken out and the verb doesn't fit the subject, you dun goofed.
