-create a plastic/paper star   
   
-put it inside the water balloon   
   
-boil some water so it will be clear when it freezes   
   
-add a little bit of orange food coloring (not too much, we want it to be see trough)   
   
-do some magic so the star will float in the middle of the balloon (put some kind of weight on it or some ****)   
   
-carve a round mold in to the snow so the water balloon won't loose its ("perfectly") round shape   
   
-wait for it to freeze   
   
-remove balloon

No, I live in Mission, it's an hour or two way from Vancouver. This is probably the warmest part of the country so if you're used to warm temperatures BC's your best choice. I've survive 16 winters here virtually unscathed (although there were few times it was iffy with my toes and fingers but I've still got them all for now) so you shouldn't have a problem as long as you dress for the weather.

Mission is totally not near Kelowna. I have lived in Kelowna and Vernon though. Gets fing cold there in the winter, not much snow though.

BC is always warm, Alberta gets the Chinooks, Saskatchewan and Manitoba -40 and **** ton of blizzards, Ontario, Quebec and the east - so much snow! And to the North its an arctic tundra. There is Canada.

Last Winter sucked for most people that are used to snow. Last Year was just a complete **** up of the seasons. I'm from Scotland, our season consisted of Snow in April rain through to November, the some more snow, then back to rain until our 3 days of summer in August.

Even going to the slopes for snow, it was still lacking, I went to the Nevis Range in February which is usually a good time for snow, there was just a few patches left. It was balls.

Wasn't it last year that the Sahara Desert had a blanket of snow? (Or some desert anyway, I remember it saying its the first time in several decades it happened)

Tl:Dr, Places that usually get snow got rain instead last year, while places that usually usually get sun and rain got snow. Total **** up of a winter. Hopefully this ones much better.
