Yes it is. The north-south limit is at West Virginia. That's the one we can't really decide on, and it's north of Virginia despite the name.

i know it is where north and south are supposed to split but if you tell someone you are from there they wouldn't say you are from the south

Yes, they actually most likely would say that you're from the South. A lot of people there have the southern accents to go with it, too

i am from Arkansas not many people in the south will count them as southern

I see. I'm from New Hampshire, and most of us northerners count them as southern. I was born in Memphis, TN, though, but I don't know what people there think because I left at the age of two, so that was kind of useless to point out, so.... yeah
