That is correct, the question does imply that someone ones the fish. However we need solid facts for our answer. If somewhere we had the piece of information that "one of the 5 men owns a fish" then we would know the German owns the fish. But we never get that piece of information. So we don't know who owns the fish.

Unknown. In the given information there is nothing about fish. So we don't know who has the fish. We may reach a point where only one person is remaining without a pet, but we don't know for sure if they own fish or not.

Well I just spent like a half hour figuring it out with the clues given, and I figured out the German has the fish. Because using the clues given, you can cancel out all the other people who have the other pets, leaving only the German and the fish unpaired. :)

I remember this riddle and I did "solve" it when I was like 12. Later I realized that even if there was only one person left I still didn't know if he owned a fish. The question does imply that someone does own a fish but we don't really know that.
