well to be fair, benders seem to be a very populous part of the avatar world, so of course a majority of wars would be caused by them. That's like saying black people are the cause of all wars in Africa. It's not because they're more hostile than those who aren't black in that region, it's just that there are more of them.

The reason why they wont be doing this is because it's way too obvious, and it detracts from the depth of Tarloc's character and thus the rest of the series. Tarloc's character as well as Toph's daughter act as a way to generate a realistic atmosphere, where characters can oppose and hinder the protagonist without being a malicious sociopath who's simply evil for the sake of being evil. Along those same lines, lies the reason why Amon, while being the antagonist, can also be twisted to be seen as a hero of the non-benders. It's this form of story telling that makes the show more sophisticated than the rest of the trash on the Nickelodeon network.

You forget that Republic city was far from peaceful city. It had a lot of organised crime, largely committed by benders (There where non-benders involved, but to a lesser degree). So in a way, Amon is right. That doesn't justify his means, however.
