Because America owns them, and they haven't asked for their independence. Would you? They economic stability because they're a colony of a very strong nation, AND don't have to pay high taxes. Win win situation for them

once when my class had to do an oral report about Maryland 4 of them (there were 24 in the class) said that "without Maryland there wouldn't be 51 states"

They were probably just mistaken, considering it IS owned by the United States. We just let Puerto Rico stay themselves though.
