No, it's most certainly a tragedy, and the love is not retarded. The script states them as being "star-crossed", implying destiny brought them together, only to destroy them. It's a play about the cruelty and inevitability of fate, and how everything, even tru love, is powerless against it. The "love" is nothing more than a literary device to drive home the point and the climax.
